Meaning that even if the visited country is lax in pursuing U.S. citizens for child sex crimes, the U.S. government will pick up the prosecution of it's citizens. They make sure they go to some very poor country so that when the child comes here to the USA, and becomes used to many things they did not have in their homeland, such as their own bed, own room, running water, nice clothes, toys, video games, etc., they are much less inclined to report the abuse - because they don't want to lose these things or return to their former way of life. I believe they chose Ethiopia for the following reasons: 1. Not as much red-tape to get an adoption finalized. 2. A Black child will not be monitored as much as a White child and therefore they can stay under the radar with their illicit pedophile activities. I just re-read the part about him having vile images of infants in explicit situations and I shudder to think of what this baby may have endured.
